Activities relating to statelessness
Since 2006, the HHC has taken the lead on promoting the rights of stateless persons among non-governmental organisations at a European level.
Since 2006, the HHC has taken the lead on promoting the rights of stateless persons among non-governmental organisations at a European level. As a first step, it conducted a regional research on the issue of statelessness in four countries (Hungary, Poland, Slovakia and Slovenia). The research focused on statelessness determination mechanisms, the main features of the protection status granted to formally recognised stateless persons and the available durable solutions (access to citizenship). It finally presented recommendations to governments based on international legal standards and European good practices. The report based on this research, “Forgotten without Reason – Protection of Non-Refugee Stateless Persons in Central Europe”, was published in June 2007.
The HHC provides training on statelessness for governmental and non-governmental target groups from various countries. Currently, it strives to establish a trans-national NGO focus group on statelessness as well as to raise funds in order to conduct large-scale research and awareness-raising projects related to statelessness in forthcoming years.
The HHC’s five-step protection agenda for stateless persons is summarised in an article appeared in the Oxford-based Forced Migration Review in April 2009.
