In the course of the police jail and prison monitoring program, the HHC carried out questionnaire-based interviews with 500 pre-trial detainees held in 16 police jails and 10 penitentiary institutions. The survey focused on injurious treatment (physical or psychological ill-treatment, and other forms of abuse) affecting pre-trial detainees during criminal proceedings, as well as the performance of ex officio defense counsels appointed to indigent criminal defendants. The results of the survey, summarised by Andras Kadar, have been published in the book Presumption of Guilt: Injurious Treatment and the Activity of Defense Counsels in Criminal Proceedings against Pre-trial Detainees.
