HHC opposes Hungarian three strikes law

The Hungarian Helsinki Committee opposes the proposed amendments of the Hungarian Criminal Code, introducing the idea of “three strikes” into the Hungarian criminal law system. The HHC claims that the proposal infringes the constitutional principle that criminal sanctions shall be individualized in accordance with the specific circumstances of the case and the perpetrator, because this is the only way in which the requirement of the sanction’s proportionality can be guaranteed.
